So I recently got my TaoTao ATM50-A1 Scooter and it had been running great. I've got about 60 miles on it and am already experiencing abnormal issues. The weather has changed a bit; it's gotten a little cooler but the lows are around 60° F and highs around 90° F. (not sure if that is relevant info)... Anyway, the issues I'm experiencing are that if I start the scooter and let it idle it starts up quickly but after about 30-60 seconds of idling it often dies. Even worse, I'll be going down the street and come to a stop at a sign or traffic light and it dies. I've adjusted the idle slightly which seemed to help for a while but was a short lived solution. Second issue (which seems to be related to the first) after it stalls out at a stop sign and I start it back up, when I give it any degree of throttle it acts like it's sticking in neutral gear for several seconds before it finally jolts into motion. I have noticed that after riding a few minutes these issues subside and in some cases go way. But once I let the scooter sit in my drive way until the next time I need to ride it, the issues come back. I've got plenty of gas in my tank. The fuel filter shows fuel is flowing freely. Not sure what else I need to check.

I was going to give the idle mixture a shot but it looks like there's a cover over where the flat head screw should be. Can I use an extractor for that? Or should I just not bother with it?

Next noob question is about the fuel line running to the carburetor. I ran a search regarding removing the carburetor but nothing really addresses the questions I have regarding the fuel line. In the youtube video the carb is removed after the vacuum petcock has been replaced with the manual switch. I still have the vacuum petcock so I can't just shut off the fuel flow and I have about a half a tank of fuel at the moment. What should I expect when removing the fuel line from the carb and can I just have it sitting in an upright position to prevent fuel from spilling everywhere? Thanks for all your help thus far.

No worries. The petcock is vacuum operated- meaning fuel won't flow while it's unhooked

Do I disconnect it from the carb directly or from the out on the petcock? Seemed like it didn't want to stop flowing when I disconnected from the carb and faced the hose upward.

Do I disconnect it from the carb directly or from the intake on the petcock? I disconnected from the carb itself. You'll have a dribble of gas come out, basically clearing some of the line. Pinch it as close to the carb as you can and when you get it disconnected, hold it upright and raise it higher than the tank so you'll lose minimal gas from the line. Otherwise you'll have to prime the line to get gas back in it. Do you still have the original lines or did you replace them with clear?
