Fox, I could go into a multi-page write up of emissions controls from design, engineering, function and repair but that is not the function of a forum.
However I will touch upon a few of the emissions controls and what they do. IF after reading that and doing some research reading on your own, you do not agree that having them function properly is in the best interests of a scooter or any vehicle owner, then you are free to continue with your practices.
Crancase Ventilation: this system is needed to remove contaminants from the engine oil that reduce its ability to function. These are generated through blowby gases. Some of the things found in blowby gases are unburned fuel, water (condensation from moisture in the air), dirt and ACID.
Excess blowby gases are created by (fill in blank) __________________________________.
Gear oil: vapors here contain water (condensation), and hydrocarbons from the oil.
Fuel Vapor Recovery: vapors from the fuel are captured in a charcoal cannister and recycled to the combustion chamber typically during periods of high load when even minute amounts of added fuel will not upset the performance, but will aid it.
P.A.I.R. : this system pulses fresh air into the exhaust with the intent to aid oxidation of the unburned hydrocarbons in it. A side benefit of this system is that it cools the engine and in particular the exhaust valve since the fresh air is directed at the valve stem (P code Chinese engine cylinder head).
Some people (especially parts sellers) call the P.A.I.R. an EGR head but that is wrong, an EGR system injects spent mixture into the combustion chamber though the intake side NOT the exhaust.
If you want to learn more about emission controls most states offer some type emissions inspector training and education program. These typically can range from a few hundred dollars to several thousand depending on subjects and depth
