About a month ago my fuel mixture was a bit rich so I adjusted it till it was perfect. Now the weather has dropped significantly to low 30's to mid 20's and now i'm running lean...I adjusted it again. Is this normal ?

yes, colder air is more dense.
Carbs only take in a certain volumetric flow of air so for the same volume of air, you get more Oxygen because the air is more dense.
more air = more lean

I have to go up on main jet size and readjust the mixture screw as it gets colder. The more airflow you have (pod filter for example) the worse it will be.

Maybe he just rides scoots naked. Some people ride horses that way and even get to be famous. Getting road rash naked could be really bad...
