I have a 2014 taotao 49cc scooter it has about 2000 miles on it, it's my only transportation and ran well all summer, it has a performance cdi, a 20mm scrappydog carb, valves have been adjusted, i live in missouri and the temp outside has been in the 30's, the scooter sits outside and its difficult to start, it seems like it takes forever to warm up and once warm when i ride the top speed seems to be about 20 mph, it seems like its starving for air or starving for gas one or the other. My ? is when its that could does the engine need more air or more gas to run? Ive tried adjusting the air/fuel mixture screw when its idling but its difficult to tell any difference in performance. It does have the stock airbox. can someone tell me for the winter richer"out with the screw" or leaner "in with the screw for cold weather?

The short answer is Neither. That screw is for idle. You are getting more air because colder air is denser so you are running leaner. You need to remove the top of the carb and raise the needle a bit to allow for more gas to enter with the air. www.youtube.com/watch?v=K5j8gHg5kMcLook at 9:17 for a picture of the needle. Remember when you move the washer down it moves the needle up which adds more gas and makes the mixture richer. Billy

It needs more fuel in cold weather. Upjet.

Also make sure that your air filter its dry. Any moisture in it will freeze, thus reducing airflow to your carb.
