I've noticed that if the carb is leaking elsewhere- say out of the overflow for example- it can run down to the lowest point of the carb- the drain nipple - and appear as if it's leaking from there. An optical dilusion

Got my new carbeurator on. Can't get it ajusted right. Watched the video on it and read the directions numerous times. Breathe breathe can only do so much in 17 degree weather. It won't idle period. Breathe breathe. Frustrated beyond all measure of sanity.

in 17 degree weather the air is more dense, thus an increase in O2 and requiring more fuel. Chokes stay on longer, sometimes they never completely go off. The engines never come up to full normal operating temp even inside a service bay, so it becomes almost impossible to set a carb properly.

G can only do so much in 17 degree weather. Have you tried a bigger idle jet? Sounds like a lack of fuel 17 degrees? that is much of the problem right there. In all my years I have never seen any air cooled vehicle of any kind both start and run good in such low temps. I had the intake manifold of a '67 VW ice up one time and had to use a propane torch to thaw it out so it would start. All my scooters, even my low mileage honda, dont like to crank much below 40 degrees.

I have been riding for 10 years in every kind of weather. None of my other scooters have had this problem.

If it won't idle at all then you need to turn up the idle speed till it can idle enough that you can adjust it or pull the carb apart and make sure the pilot jet is clean.
I've always had a hard time with any scoot using an auto-enricher in cold weather as far as idle quality till warm so I wouldn't expect a perfect idle. It will likely end up a compromise between what works cold and warm.

I don't have the tools for a compression test. Going to look for one when I get some money.
