I can hear the black helicopters hovering just waiting for my China scoot to depart my drive. Those new black copters don't make a lot of noise but I have an infrasonic detector setup that works. I line the inside of my helmet with copper foil and my hats also. Never go outside without proper headgear. Protect your back and neck also. The spine is vulnerable. Carry large black trash bags, they can protect you from infrared sensors if held up between you and the sensor. I have all the surfaces in the house lined with tin sheet metal, soldered and bonded. Contrary to popular belief aluminum foil does not do any good.

In short, this matter regards the importation and sale of approximately 11,043 highway motorcycles and 226 recreational vehicles that were not covered by an EPA certificate of conformity, primarily because they had undersized catalysts, adjustable carburetors that were not described in the corresponding application for certification, were manufactured by a manufacturer different from the one specified in the corresponding application for certification, or were manufactured after the applicable certificate expired. It just drives the EPA nuts that we can adjust our carbs so the scooters are usable. They want them to not start so we don't hold up their SUVs. They should go pick on the Presidential convoy. The rest of us don't get 50 people in 30 vehicles to escort us around when we go anywhere. They prob use more gas and make more waste from one side of DC to the other one time than I do all year.

The question is will this action make these used Chino scoots cheaper or more expensive? Does anyone think this won't make new China-moto-ware more expensive soon? Now might be your chance to pick a new one up pretty cheap from dealers wanting to dump the offending polluters.
It was only a matter of time before this happened. The legitimate,play-by-the-rules dealers got lobbyists too, you know... just the way it works.

Stepthrutuner, it isn't only the "play by the rules" dealers, it is also the carmakers. They are still convincing the american public to buy 'land yachts' at an incredible rate, and they view this market as a serious threat.
If you think I might be wrong, go outside the usa and look throughout asia and europe, both of those have well established scooter markets. The biggest by sales volume motorcycle /scooter manufacturer in the world is Hero in India.
Everyone on the forums had to know this is coming. BUT the bad news this is only the start. Think of their next steps and you can clearly see where it is headed. The EPA is involved now, next will be NHTSA.
All the new scooters will have to conform on every level and that means across the board price increases, with fewer and fewer modifications possible except those that reduce emissions, make them safer, etc.
Older well taken care of scooters will most likely increase in price to reflect their potential.

Someone has taken a chance, that did not pay off.
It is hard to get the emissions low on some bikes now. I was talking to one of the guys at a Harley dealer a while ago. He said the new Harleys run so lean to get through the Euro 3 emissions test they don't even idle properly! And hate being used in traffic. Once the warranty is up they recommend to run the bike richer

Due to EPA regs the last of the new for sale 2strokes from Kymco are no longer being imported and sold(Super8 and Like 50cc). All due to emissions.

Whats a fine going to do for the enviroment? They should just force them to make them clean air act compliant and cover all the costs.

I worked at the EPA Monday and today. It took 6 people to authorize payment and verify my work was completed. That whole place is filled with a bunch of middle management paper pushers its amazing any thing gets done, but when it comes to taking other peoples money the government is always effective.
