Scooter was starting and running good until this 20 degree wheather hit so my only speculation would be that at the moment she starts with me manually choking her but dies right after so I can't warm her up I may can keep her alive just alil longer by fake choking her with my hand but once I move my hand 2/3 seconds later caput. So can any 1 point me in right direction for a fully equipped jet kit

I got a few main jets but idle jets I just can't find if there are different sizes of them or what

Most seem to be a 32 or 35 stock. My Keihin was a 35. The link to Scrappy has 35 to 40.

I found a 38& a 40 jets I put the 38 in she started up and idled on its own, now to adjusting being that I upjetted it now my mixture screw should be turned in more or do I still use factory settings 2 & a half turns? When screwed all the way in the rpm raises

With these carbs, screwing the mixture screw in all the way is blocking off the most fuel at idle to lean it out. If it's running the best leaned all the way out, you may have too large of a pilot jet. It may work fine. Idle speed is not the only consideration when tuning the idle mixture. You should also check that the throttle response is good. Sometimes the setting on the mix screw that raises RPM the most is too rich or lean for we're shooting for. Mine is always on the lean side (for four-strokes) because it does well enough idling and I'd rather save the fuel and run a little cleaner and most noticeably it helps to keep it from sputtering bad from being overly rich when the accelerator pump squirts on takeoff. Any sort of factory setting IMO is there for a reference or baseline in case you forget where it was set, but the factory does not set carbs up to work ideally in all conditions. I can't even set up my carb to work all year long in the same location, so I would not expect the Chinese factory to have it just right out of the box.
