Sounds like it's getting too much air or not enough fuel. Does it still have the stock air filter or did you change it to a Uni pod or some other "performance" filter?
Other possible suspects would be:
Cracked vacuum hose somewhere. Cracked snorkel tube between the air box and carb. Cracked intake boot between carb and engine if so equipped.
If still running the stock filter and there are no air leaks then I would venture to say the carb is dirty. (jets)

What Fox said^^^^. The (manual) choke is letting more fuel in when you pull the lever... if it's running better with more fuel- upjet! The two strokes love fuel and oil! lol. It's actually dangerous to be running too lean since the engine relies on the fuel/oil mixture to cool it down...

Thank you for your replys Fou d out there was screws missing for the airbox so it was hangin :/ i secured it with new screws and gave it a go around the block and it was bogging through out the rev range. Pull was shockimg too :/ so i removed the screws so its just hanging again and the power is back now :/ the bike is stock apart from naraku coil, naraku cdi and viper exhaust. Im guessimg it needs a upjet? Also is there a restriction in the carb restricting the air? thanks in advance

So the air box is not connected to the carb now? You're probably too lean with the air box disconnected and perhaps too rich when it's connected. If you'd like the engine to last you need a filter or air box or some sort. I'd inspect the air box and reinstall it. Then tune the carb.
Was the exhaust just added? Some pipes will kill the low end power and require CVT tuning. If you have that going on along with carb issues everything will be harder to sort out.

Hi Yes the oem air box is connected but there's only 1 screw holding it together instead of 3. does anyone know the stock tuning for the mixture and idle so I can go from there. I brought the bike like this but from as far as I know he's always had the same problem with the choke /: Thanks for your replys

I am 99.9999% certain you need to check/clean/replace the air filter and completely disassemble the carburetor and clean the entire thing especially the jets. There is an obstruction in there somewhere that is causing it to starve for fuel so you have to run it with the choke on to compensate.
Question: Is there an air filter inside the air filter box or is it empty?
