Fox, you are the man! Thank you very much. I will check this all as soon as I get home tonight. Another question from earlier post: "The ignition is totally screwed up where the key goes so that has been removed (I saw some videos where the scooter would still start with it removed) I also tried it with the ignition plugged in and just using a screwdriver as the key. Also, stupidly I never checked the kill switch. BUT if that was on then I would not get any spark at all right? " I also did that trick or mod for when you don't have key I got my bike impounded when I first got it and when I went to the impound I had no keys for my bike because the officer took my keys I lost them in the precinct anyway I disconnected the ignition connection to the harness press rear brake release the choke or kill switch and begin to kick start it should start right up

First picture question: Its the carb bowl drain hole. Second picture question: Its the vent for the valve cover. Put an old gas filter at the end of the hose. As for the ground wire; Robin would say: Holy spaghetti Batman!!! There are 4 bolts holding the valve cover. The ground wire should be attached to one of them. Nice slippers btw.

Those blue wires were probably added by a previous owner. 99.9% sure they aren't stock. More than likely they run up to the red and white "prongs" that someone added probably to charge the crappy battery without having to open up the battery compartment. Sheesh man spend the $27 and get a new battery from Walmart!

Yeah thats what I figured as well! Holy hell Batman I am not sure what these people did to this scooter, I think Edward Scissorhands may have been their mechanic. SO I think I found what the ground wire may be?! this is coming from the wire and looks like it was cut and then just taped up: Oh and my clark slippers keep my feet toasty when working on a scooter in -4 degree weather! I am all about style in the garage, what you do not see here is the Captain America Pajamas I am wearing!

Looks pretty much like it. It needs to be attached to one of the 4 valve cover bolt. I would go with the one closer to the sparkplug.
Captain America PJs??? I WANT ONE TOO!!!!

That tube is supposed to go into a hole on the intake snorkel of a stock air box but you seem to have no air box. Yeah that other thing is the carburetor drain hole. If you loosen the screw next to it all the gas will drain out of the carburetor. many people do that if they are going to store the scooter for a long time. Keeps the carb from gunking up.

What Fox mentioned may be one of your biggest problems- no airbox.

There is a "how to" around somewhere in the tech section on how to remove all that pair crap.

I'm in Maine. Didn't find a how to on that, and I have the manual but can't find a picture in there for it.

That tube with the tape doesn't connect anywhere. That's where air gets sucked into the air box. It just points down and rides inside the bottom plastic so water doesn't get sucked in there. If you look at the rubber snorkel tube that is/was connected to the carburetor, it's supposed to be connected to the air box. That tube has a hole/port that the vent tube was probably connected to at one point but for now just ignore the vent tube. It's not even needed to get the engine running. We will get back to what to do with it later. It is important to get an air box on that thing for it to run right.
The main things you should be worried about are: the carburetor and jets are clean, the valves are adjusted properly, the gas is fresh, there is spark on the plug when you crank the engine and there is good compression. You start verifying these things one at a time and once you get through them all it will start up. All the other stuff is peripheral stuff that can wait.
Maine... I guess you are as far away as you can get from any of us! lol

I have cleaned carb and jets. Have not checked valves, I will be buying a new spark plug boot to hopefully get a little better than orange. Also, I will be putting that cut wire on to one of the bolts on the case. I have a compression tester but can not find the correct adapter size.
Yeah, I am a little ways away from most of you!
