if youre new to scooters, youll find loads of information on this forum. could be a few things, one possibility is the rotor is not true. mine was not true when i got my taotao. it took me a few rounds of adjusting to get the brake to not drag intermittently. i do not recall how i got mine to clear up, other than removing the caliper bolts, backing the pads up, and remounting it a few times. there is a screw under the cap on the bottom of that small bottle the brake line hooks to at the caliper (they call it an abs bottle i think?) maybe backing that screw out a half turn or so would give it a bit more play to back off.

i have seen many taotao scooters do this with the front brakes. usually goes away after a few rides, the stock pads are not that accurate in size. as long as it is just barely touching and not grabbing tight you should be fine.

I've seen a few scooters over the years that had brake pad "chatter" when rolling them slowly including the first scooter I ever owned. I tried shimming the caliper to no avail. I just decided to ignore it. It wasn't holding the scooter back and it didn't do it at speed so it wasn't really an issue.

It kinda looks uneven. But I was going through that problem and I just changed my break pads front and back squeaking stop both the front when I don't press break it squeaked when walking it and back break squeaks horribly loud when I pressed it but it all went away when I changed my pads try it maybe it'll work for you

Kinda looks like regular brake drag to me? Did you take it down the road yet to see how it feels when riding & braking? As long as wheel & brakes are installed correctly & secure .see what a road test feels like...

I'm thinking maybe the speedo drive wasn't installed correctly. That could cause a spacing issue.

Take a flathead and push that circle part behind the break pad in as far as it can go during my break change i notice that as well and I did that and my wheel spins freely with very slight drag

Did you try spinning it with the axle nut loose to see what happens?
At least 10 times over the years I have run into calipers that didn't want to work with a brand new set of pads. The calipers didn't open wide enough so the brake was dragging really hard. My solution was to take the pads off and wear them down some on a concrete slab/driveway/sidewalk and the problem went away. Have to be careful to apply firm but not hard pressure evenly on the pads as you do it so they wear flat. I went in a circular motion testing them in the caliper after a little bit of grinding and then more grinding if needed til they reach the sweet spot.

cheapo chinese calipers can be defective from the factory, that is an awful lot of drag. another issue is if the master cylinder is not pulling the fluid back when you release the brake. loosen the line a little on the caliper and see if the wheel spins free, if it does then it is the master cylinder, if not it is more than likely the caliper.
