Sounds like a jetting issue right off the cuff.
But could be needing a valve adjustment also.
I've also seen bad / fouled spark plugs cause this.
Oh,,I also seen BAD GAS cause this.

Was the new motor already tested good? Compression test? Spark test?

Just a hunch with very little info to go on, but if I were a betting man I'd guess that the bog is a lean bog. What size main jet is in the carb now? Stock airbox or has it been replaced with an aftermarket filter? The new carb may not have been jetted properly for plug-n-play... The good news is that main jets only cost like $3 each

Yeah, what he said^^^ Swap out the main jet from the old carb to the new carb and you have to have the stock air box on it for it to run right.

Managed to sort it but now it apparently"bogs down " when you ride it won't go over 15 runs perfect on stand revs up lovely... been told it's possibly flooding itself?

If it's flooding it should be sputtering and the plug will be wet after you've tried to ride it. Lean should sound clean/smooth. Most commonly when a scooter only revs on the stand it's found to be lean.

So it must be an air problem? I keep getting told different things..one person has said it's clutch or rollers and others saying it's an air leak or carb settings wrong..I'm so confused

Sometimes it's hard to diagnose via the internet without the ability to check it out first hand.
Could be an air/fuel problem. If it's related to the mixture it will be throttle dependent... it may act fine at idle and at 1/2 throttle and then bog at 3/4 to WOT for example. If it's clutch/CVT related then it would likely try to bog at any throttle position when you try to start moving or at a certain speed.
