I put my thumb on the spark plug hole, and when hitting the electric start, it was pushing my thumb with a good amount of pressure. So not sure where else to go with this.
I am picking up a 2005 Vento Zip R3I towards the end of the work week, and swapping my newish parts onto it. Pickin it up from a buddy for only $60.

Thinking hard to try to help... maybe it has a head gasket leak (or base gasket)? A proper compression test would tell u if it did. You could take the head off and see if it's showing any signs of a leak. Spark, fuel, and compression...
Sounds like u have spark now.. Fuel can be tricky but as long as the plug isn't soaked from flooding or simply not getting fuel, this should be easy enough to diagnose. Compression can be tricky without a gauge... With the soft seizes u were experiencing it may well have dropped your new cylinder and rings below the magic 90 to 100 psi mark...

Would a scoot fire up if the plug was fouled?

Sometimes it'll act like it wants to start but a fresh plug will bring it right to life. I'd guess with your setup a 80 or 85 mj. You can try snorkel in and out and see if it helps with each tune..

Just for verification, the snorkel is the tube where air flows into the airbox, right or wrong

Picked the scoot up last night with a friends truck, got it home, yesterday I realized it had no gas as well. Today I filled up a can before work, topped the tank off, and all the gas is gone already, all over its parking spot & its pouring out of the float bowl drain, I know that if I tighten the screw itll stop the leak, but why is it pumping gas without it even trying to be started? Bad fuel petcock?

Yeah, if you have a vacuum petcock it should not be allowing any additional fuel to the carb if the engine is not being cranked over.
