Thinking of getting rid of fuel petcock. I've had some issues with my fuel petcock, replaced with new one, but occasionally have air leaks in vacuum line. Can I just remove it and replace with manual valve as and plug up vacuum inlet on carb?

yep thats what I did. Leave the manual petcock on 24/7 too, no problems.
for blocking the vacuum inlet I used a small piece of fuel line put over it and plugged it with a plastic airsoft BB and put some cover over the top of that that came with my carb.

I would not suggest leaving the manual on when not in use. May go forever with no issue, but that one time the float sticks in the bowl of carb and gas overflows on your hot engine, well then your playing with fire. Turn the valve off, cheap insurance.

I have problems with the diaphrams cracking on several of my petcocks which causes fuel to be drawn through the vacuum line. The petcocks are not all that expensive but they are hard to find for my application. I can get them from racingplanetusa but the shipping is as much as the part. So I took off the plastic filter and drilled a hole in the diaphram so the fuel would flow constantly. Then I installed an inline fuel valve and plugged the vacuum connections. Works pretty good.

Look into the Briggs and Stratton manual fuel cut off valves. Available locally at lawn mower repair shops.
The Straight Through ones work better than the 90 deg angle ones imo
