they actually replaced the old filter with a brand new one , they said that the old filter is done...
The "service" was done by sportique...

If your scooter is running worse than it was before the tune it up , i would bring it back & insist they correct the problem.or ask for a refund & find someone more qualified to service your scooter. Gotta play hardball sometimes.

Down in denver right? I don't know about that one but the sportique in Boulder sucks. Over charged me for loose (no packaging)rollers and lied about their weight(he weighed them and told me they were the weight i was looking for). Personally I stopped going there after two trips, glad I didn't leave my scoot with them.
The only way that your filter would be "done" is if there is a hole in it. It's a serviceable item like a K&N filter. You wash the foam element in a solvent to get the dust, grim, and old oil out then re-oil the filter. I did that with the stock filter a few times and now several times with the $10 naraku filter element(I swapped for performance, still got the stock filter and it's still good after 10 years).
I bet that's part your issue right there, this new filter flows less than your old filter. More vacuum in the carb, pulling more gas. Thats why you had to downjet to get it to run better. Next up is the belt that they changed, your cvt was tuned to your old belt(did they relace it with the exact same belt but new?). We all know that carb and cvt tune is a balancing act.

It is the one in boulder. Jp worked on my stuff.
Belt is the same belt. But new and filter I believe is the same one.
And I did take it back with a nice attitude too but they were rude and felt like I was accusing them. They said that they checked everything and couldn't find anything wrong.
And yes, I know they over charge things.
Also all my cvt are malossi aft er market parts.

Anytime you change the air intake or anything that can affect A/F ratio they should make sure it drives fine and retune it. If they replaced the air filter and never touched the carb thats a bad sign.

I built my bike myself and I didn't know that just replacing the air filter sponge means we have to tune the a/f ration. Obviously they didn't do that.
Well this pretty much confirms what the other reviews on yelp are...
I felt really insulted when I came back to ask for their help as they treated me like garbage.
Anyhow... I have ridden the bike for 10 miles and even though it didn't die, I can still hear and feel the "blubbering" or drowning sound from 0-10mph... I'm not sure what to do.

from 0-10mph? mess around with the idle mix screw OR the needle clip but probably I would change jetting first untill that problem goes away.

I did go down 2 numbers on the main jet and it's still the same.
I believe the needle is on it's 3rd notch (richer) setting or maybe 2nd notch, I forgot, it's such a pain to open the carb and deal with the needle for me I prefer to not bother with it.
the idle screw you think make it a little leaner?

its hard to say which circuit is rich or lean from just a description.
Is it bogging down or just sounds "low" and missing power?
sometimes idle screw can load up fuel and then make it kind of bog when taking off.
Usually when I adjust the needle on my scoot it affects like 20-35mph so 0-10 makes me think it could be something else.
out of curiosity you could change the needle back to middle position and see if that changes anything.

It sounds like a baby cow is drowning in a lake. (blub, blubber, blub) Like it's trying to spit out excess liquid. And the power level is jittering and not constant for a few seconds.
Again, I think the needle position is perfect, I have never had issues with it for 2 years until 2 days ago. (really don't want to open the carb anymore)
I'll turn the idle screw out 1 turn or so and see if it makes a difference tomorrow. As long as I don't get a fouled plug and die in the middle of nowhere again, I can live it.

well if you are sure of the idle mix and needle position change the jetting until you get it right as the only thing that has changed is the OVERALL a/f ratio which is ultimately decided by the jet. change the jet and you can get it back to the original tune.

I did change the main jet, in fact I lowered it from 91 to 89. I'm going to play with the idle screw... I didn't know (forgot) it affects the lower end.

my jets are all in sizes 5 apart and I can just see a change between them so I don't think 2 sizes will do too much honestly
