I had an hour to kill so I figured I would do what I could for the guy but he kinda seems like he's scared to mess with it which is better than the guys/gals that join the forum after they started wrenching on their scooter with no idea of what's what and f-it up worse or forget how it came apart.

Well yesterday I went to the tech section and read everything about the carb. Screenshotted all the pics. I then proceeded to take the carb off and apart. I cleaned it out and put it back together and everything seems to run fine. It does kinda bog down and wants to hesitate going up hills. I don't know if this is normally but it made the 15 mile trip to work at 4 am this morning... Thanks a lot guys

It's normal for 49cc scoots to be slow on hills. They don't have a lot of power to spare. If hills are going to be an issue, you may want to try lighter roller weights. They would raise your RPM and perhaps keep your engine in the power band better on hills. More info on roller tuning if needed : www.youtube.com/watch?v=K5j8gHg5kMc

For some reason my scooter will sometimes stutter when its going. I have no choice but to ride it back n forth to work . it makes the trip fine but sometimes it has that stutter. I hope it doesn't ruin anything by driving it. I don't have any money to fix it right now so hopefully she works out
