My scooter starts perfectly but will not turn off with key I installed a new ignition and still doing the same thing can you please help me when the key is in the off position the scooter still is running the only way to turn it off is with the kill switch itself.

Hmmmm. I was hoping that you did not even have to have the key on to start it, then it might mean that a wire was loose or not connected to your key switch. Now, I am not sure what might be wrong. Have you removed the key switch to see if all wires are connected?

Well, in the old days when you hot wired a car, you just ran a wire from the battery directly to the ignition coil. Now, your key switch is supposed to be in the circuit for that wire and either make or break that connection from your battery to the coil.
This is why I asked if it needed to be on to start. Maybe a better question is...can you kick start it without the key on? I can see a situation where you would need the key on to engage the electric started but, if you can kick start it with the key in the off position, that would tell us that you key switch is out of the battery/coil circuit for some reason.
If this is the case, that portion of your switch might be bad and can be remedied by replacing the key switch. If this is not the case then, I think you will have to trace the wires going from the key switch to the ignition coil. If the problem is with a wire somewhere in the circuit, replacing the switch will obviously not fix it.
Sorry, that's about all I can think of at this time. Just try to eliminate if the problem is the switch or a wire connection elsewhere.

Well, there must be a bad connection somewhere between the switch and the ignition coil. Check the manual Brent has here for our scooters and see if there is a wiring diagram in there...I think there is. Then, you will have to trace it out. Buying the new switch seems to eliminate the switch as being bad, provided, it did the same thing with the old switch. Has it always done this? What I mean is, if someone wired the old switch wrong, and you put in a new switch and replaced the connections the same...you would still have the same problem.
I am sorry that I can not be any more help here. Hopefully, others that may have had a similar problem and/or know much more about scooters can help out.

sounds like the ignition isn't installed correctly. the killswitch should be wired to the ignition somehow so when they key is out the killswitch is engaged.
It sounds like the starter is wired to the ignition fine.

Sounds to me like a bad ground or a broken wire between the key switch and ground or the key switch and the CDI. The blk/wht wire at the CDI is the kill wire. If you disconnect that wire from the CDI on a good scooter it will act just like yours.
Question: What happens if you activate the kill switch on the handlebars?

Okay so a couple more questions:
When you turn the key off does all the power shut off to the scooter or does it stay on?
Does the electric start work with the key off?
Look at the key switch wires and the scooter wires where the key switch plugs in. Are the colors of the wires matching or do you have one or more wires that plugs into a different color?
EXAMPLE: a green wire coming out of the key switch that is connected to a black.
