Are the labels correct here on my Stage6 21mm PWK Carb? What is the difference between them? Do I need to adjust both at the same time? Which shall I adjust for minor rich/lean adjustments? Thank you all in advance (no pun intended).

No. The spring tensioned screw is your idle speed screw. The flat head is your air/fuel mixture. I've never had a pwk. But most carbs are the same in that aspect.

I tend to turn both screws clockwise until they lightly seat. I then crank the bike, slowly turning the screw closest to the carb opening until the bike fires and can hold an idle. I then adjust the other screw until the idle picks up and reaches it's max to where any adjustments left or right slow the idle. Then back to the first screw to set your idle where you want and bingo, your good to go. Some further adjustments might need be made, but you should get going with just these.

Not necessarily. Carb tuning is all trial and error. Just make small adjustments. Check the tech section, IIRCC Brent has a good write up on tuning carbd. If not, try PMING him. Each carb and manufacture are different. So the orientation of the adjusting screws with regards to the carb inlet or outlet varry as do the nomenclature for said adjusting screws.
