So this guy does not have this hole blocked off from the valve cover and it is loud as hell. If I cover it with my finger it is quiet as a mouse. My question is what would be a good way to plug that. Should I weld a little plate over it?

A blocked off rubber hose would be simpler

What diameter is the hole? Amazon has an assortment of expandable rubber plugs. Dorman makes them.

I once used metal expoxy to hold in a stripped out spark plug in the head of my Yamaha IT 175. It blew the plug out and I wasn't done riding for the weekend. It lasted several months until I put a new head on it. I'm good at fixing stuff right, I'm also good at fixing stuff right now.

Unscrew the little plate, make a rubber gasket the same size as the plate but with no hole in it, screw the contraption back on.
You might have to use longer bolts.

You make a steel plate with two holes drilled in it. You'll need a gasket for it. You can get a variety pack of sheet gasket material at the auto parts store. Charge the customer for it. This one is fancy This one is not but it works and that's all that matters.
