I see people around here with cages on their luggage rack with small dogs. It irritates me because there's not much keeping them from flying off or becoming road kill. I have seen some well behaved dogs sit between the rider's feet. If I was to do it, I would have a container between my feet. It does not matter much if a dog is in a cage strapped to a luggage rack or even worse, unsecured but in a cage between your feet. If you crash your scoot or are hit by a vehicle your pet is in harms way.

I would imagine having a container firmly planted between some feet would be better than some zip ties or hose clamps holding a cage on the back that could fly off going around a corner. Accidents are going to ruin your day, no matter what. But daily driving should be made safe as possible if you're going to do it.

I have never personally used zip ties or hose clamps to secure an animal cage but I do use zip ties and P-clamps to hold the baskets on my trike.
