Bike won't go over 20mph... Do u think the valves needs to be adjusted? Bike was sitting in parking lot for 2 years, cleaned carb adjusted fuel mix screw.. feels like it's dragging, when I let go throttle bike immediately slows down, could the back brake be too tight?

Posting multiple threads on the same issue exploits others by segmenting the discussion, and hinders finding a solution!

Start with basics.
New plug
Drain the fuel tank, and get some new fuel.
Adjust the valves to factory specs (somewhere around 0.04 for both) Just realised you posted in 2 stroke section. Whoops with that out the way, remove the plug and take a photo of the tip. This will tell us if the bike is running lean (not enough fuel) or rich (too much fuel). From here we can decide the best thing to do

I realize that the bike is a 4 stroke and I was posting in the "2 stroke troubleshooting"... And now that I have a better assessment of the issue I posted it here... The only thing I haven't done was "valve adjustment" still watching YouTube video and making sure that I have all the tools.. (now that I have rode it a bit) would a "valve adjustment" account for the drag (when I let go throttle) and the jerking at full throttle? I not here to waste anyone's time... Thank you to all that have responded...

I merged the two threads together so all the info is here. A valve adjustment is not a bad thing to do, but this isn't reminding me of a valve adjustment issue. Looks like it could be a fuel supply issue to me. Seems like it was starting fine, but dying quickly. Then restarting later. Kinda like it runs fine when there's a little fuel in the bowl, then dies, then runs again once it gets some fuel again. Maybe something like a clogged filter or pinched line or routing issue, but I'd want to do a thorough carb cleaning and check the float height. 49ccscoot.proboards.com/post/190143/threadwww.49ccscoot.com/faq/carbtune.html#floatheight

Update**** bike starts fine (if cold outside gotta give it throttle and hold the start button for a few seconds) and idles high and then goes low.. I emptied old gas and put new, I checked if petcock works and it does.. the filter is getting fuel, I check the fuel line to carb, and it seems fine.. I'll check the filter tomorrow and make sure their is no pitched line..

Removed gas filter, petcock to carb... Filter inner contents shakes back forth... So I guess that solve that, the bike doesn't hesitate anymore... But I still feel the drag and posted a pic of my speed via phone app... The 42mph was down hill..

****New update**** it's been raining for a few days, so yesterday night I got a chance to work on the scooter... On flat surface I get 42 mph max, 15-20 mph up hill.. But I kept getting this jerking when at high speeds AND WHEN CLIMBING A HILL... So I've checked the fuel line (took out the old gas filter). lastly I checked the variator (getting that nut off was hell), found out that some of the rollers had flatten so I changed them. Will test ride today!
BTW, I checked the folk rings at the top of the neck and the bearings.
