I have had a few that do not want to start when cold. I can twist the throttle a few times, they will then fire up and run for 4-6 seconds, sort of slowly, then stop. If I try to up the rpms by opening the throttle a bit more after they are 'kicking', they will immediately stall and stop. If I wiggle the throttle attempting to add more fuel from the accelerator pump, they die. I have checked the idle circuit, and the main and pilot jets and emulsion tubes and found no problem. I replaced the two carbs that were giving me this problem, and the engines start right up, wanting to run, of course needing a bit of adjustment. Went from 18mm to 20mm in that replacement and they work. The carbs(I tried several) that don't allow the engine to run when cold are sitting on the bench awaiting disassembly and inspection. Not too sure where to look. All this to say that it may be you'll need to replace your carburetor or take it totally apart for cleaning. You might check that the enrichment system is working. You could do what one did, remove the electric enrichment, and place a cork or thumb over the opening. Try to start the engine, and if it fires up, wanting to do, with high idle, you have found that the enrichment system is not working. I dunno the passages, but it seems that's where I will be looking. Removing the enrichment mechanism should open up the passages and allow more fuel to flow. tom
