I know a lot of garages charge less if you can just take the loose wheels in. My local Mavis Discount Tire did my scoot wheels for free. They even had to use one of those 5-gallon air bead seater tanks. It was not an easy job since my tires are stretched. Point is, they did it for free. I went back to have the front re-done because I wanted a larger profile tire installed. I brought them pizza & wings the second time. :-) The local bike shop wanted something like $80 per wheel, like yeah right thanks see ya later Ended up buying a bead seater because none of the tire shops would touch my 12x8 rear wheel. They said there was no way a 140-70-12 would fit, even though I showed them pictures of it fitting. Even showed them a youtube video of how it was done and they suggested i buy a bead seater lol.

If the tires are cracked, bald, obviously degraded, I'll replace them.
The 5 year thing... I've run tires that are ten times that old with no issue. Yeah, it wasn't the best idea, but they held up all summer, till I could afford to replace them.
As a general rule, I never go to a shop. I've caught them lying to me too many times, now I assume theyre all potential crooks. I'd rather do my own work and bitch about it, than open my wallet.
