If anyone cares, i translated the chinese writing on the gizmo into english: fuel economy.

Translating that into motor speak: less power. My guess is it's designed to leak atmosphere into the intake at certain vacuum levels in an attempt at better mileage (kilometerage?) but we all know economy kill power. So good riddance little gizmo, your services are not required here.
Here you can see it without the nipple i broke off. The entire thing is cheap plastic, even the chrome looking bit.
I'll get some full runs in this weekend and check top speed. I'm sure it has more in it as i just ran up and down the short street next to my house a couple times. Also i checked the VIN and I see it's the 1P39QMB. P series motor which one youtube guy said is 64cc? Can't seem to verify that yet. I'm already thinking about doing speed mods. :-)
