Are scooter trikes with roof even legal to drive on the city roads i never seen one to this day in Los Angeles, maybe cuz its super ridiculous looking thing its ain't a car nor a scooter.
Whats the purpose of having roof and no side doors?
I'D get small car where you can lock the doors and close the windows in case of rain and also run heat and AC when needed.
1 litter car engine = 1000cc, there are small cars with 0.8-1.6 Liter engines in which quals 800-1600cc.
Of course in US you hardly come across anything less than 1.5L, in Europe there are ton's of small cars with small engines.
I'd look for car in $2500 - 3000 range and keep the other 2k for repairs.
IMO they are very basic no fancy electronics to worry about and parts are cheap.

What you need is a Piaggio Ape
Over here we have a micro car which you can drive on a motorcycle licence. Probably not legal in the U.S.

Some areas have laws about trikes. MD for example won't let me ride a trike scooter, but for some reason if it's classified as a moped with 1 wheel 14" or larger a trike is OK. Don't think there are any laws about having a roof. Whats the purpose of having roof and no side doors? If you've ever rode a scooter or motorcycle with a windshield, think of it as a windshield on steroids. Blocks all or most frontal area and you have a roof over your head. Some even have a windshield wiper. Would be nice in the rain and help in cold weather. Could be less than fun in windy conditions and would likely slow you down a bit vs a typical scoot.

Trikes are legal in Cali.
Take a look at the BMW C1 for a scooter with a roof and windshield. I see them for sale every now and then.

Let me correct myself i've seen Polaris Slingshot ($20 000) or similar huge trike on the road, never seen trike with roof riding around LA maybe because people in LA and US in general think its not cool or not safe?
I got impression that because of seat belt you not required by law to wear a helmet if you have trike with roof?
This more like promo video, but some info on safety.

Those BMW C1 scooters still go for a lot of money here. Starting to ride in price over the last few years as well.

With trikes, you have to wear a helmet, because of no enclosed body and lack of seatbelt. They live in their own pocket of regulations.

Actually went to DMV to extend my temp driving license and asked about that trike with pickup bed i posted above, it was end of the day and lady did not seem like she was trying very hard, basically she said its legal in the city of LA.
I am thinking i need to find 9 more enthusiasts then we can order shipment of them from china because minimal shipment amount is 10 pieces.

I guess because i see different images like that video i posted they use no helmet for testing and there's seat belt.
At least for BMW i see some pics of people without helmet it could be just promo not sure about actual laws.

In Europe you do not need a helmet to ride a C1. Unless you live in the nanny state that is the U.K.

I come across microcar by Chatenet recently and this car is so small but its tough to see from the picture 500cc engine, there's also Aixam who makes small cars in Europe.
Funny when i checked registration in open database i found this, not too far from a scooter. Category: four-wheeled moped Body: quadricycle vehicle Body colour: silver Engine: 505 cm 3 Engine power: 4 kW Fuel: Diesel Transmission: CVT Drivetrain: front wheel drive
On the down side it had "max speed 40KMH" sticker on rear window so pretty slow IMO, if i ever get microcar its for the weight advantage for fast acceleration i seen many Fiat 500 and similar sized cars that are super fast.
Its very small even compared to minicoop.
