I bought a brand new clutch for Chinese moped on Amazon. I'm trying to press the inner ring to make room for the belt but it won't budge. Is it defective? or does it have a locking mechanism?

you must press very hard, you can immobilized the outer ring with your feet. You can also disassemble it with a 38 or 399 socket and see if there is something wrong.

From my limited experience, you must use both hands to pull the outer portion away from the inner portion. Have the belt sort of ready to fall into the VEE when you pull the halves apart. Once it gets down into the narrow portion, it will stay by itself. It also seems that once you get the parts moving apart, they move easier. You might try using feet(toes?) with the clutch laying on the floor, pushing downward on the movable half, and stuffing the belt in before mounting to the output shaft. Feets can push harder than fingers. I'd suggest soft shoes... Once you get the belt into the groove, it will be easy to mount the clutch to the output shaft. tom
Added: I guess 'inner' and 'outer' are relative. The inner{closer to the centerline} is fixed in place. The 'outer' as I see it, is toward the clutch 'bell' side of the assembly. The spring pushes the outer towards the crankcase or fixed portion of the CVT. To compress the spring, one needs to squeeze the outer towards the bell side. If I have this backwards, then I really don't know what I am talking about.

You need to use both hands, and squeeze the inner towards you. If you don't put equal force on both sides it can bind. They are quite stiff.

Maybe you can try this. I can't take credit for this. Seen someone else do it this way, but could not find the video. So I made one. I will come up with a improved version in a few days.

I've seen video's like this before where people were replacing belts without tools. I have a good understanding of these CVT's and have removed/installed snowmobile belts hundreds of times but I tried this and had no luck at all, it was driving me nuts.
I finally realized that my machine is different in that area. I have a GY6150 knockoff that is in a 4 wheel cart. The rearend is obviously different than a scooter but I thought that everything up to the gearbox was the same as a scooter.
My CVT case is much deeper than at least some of the scooters. Over half the belt is covered by the case. As much as I open the movable sheave I can't get the belt to squeeze out between the sheave and the case. I have to move the driven pulley at least part way out to remove the belt.
This makes me wonder if some scooters are similar to my machine in that respect.
Is anyone else'e like this?

What exactly are you trying to do, change belts or replace clutch? Either way you need to remove the belt and variator to get the belt out.

I'm not doing anything, just commenting on that video, that it may not work for everyone. I actually have to remove both pulleys to remove the belt, it wont slide over the driven's moveable sheave because it hits the case edge.

Yes that's right that video won't work for all mopeds/scooters.
By the way I returned the clutch back to the Amazon seller for a replacement. I didn't want to take it apart and void the return.

I searched around and found lots of variation in the CVT case depth. Maybe there is no standard among the brands. Here is different cart than mine, and the pulley is completely exposed. This is a scooter, unknown brand. Video was labeled as "Scoot tuning". That case looks deeper than mine. This one was listed as High Gain SR50.

It's actually best to remove both the variator and the clutch at every belt change so you can clean them and inspect them if they need to be replaced. Also a good idea to clean and dry the whole interior so all the black dust doesn't ruin the starter bendix.
