Scoot idles and revs great with rear wheel off the ground. When rear wheel is on the ground, it dies when giving it any amount of throttle, bogs, sometimes pops and you can hear air being sucked or blown from the air filter as it dies. Check if variator weights are oriented properly . . drive belt may not be retracting to low-range.

Thanks, I think it is engine related though. Now it is now even idling properly. I am going to give it another shot though. Tuesday is the deadline to get it running then I gotta get something else.

Yeah, I’d say fuck it and walk away from it. There is spending good money after bad and sometimes you just got a lemon. I think a sign of a good mechanic is to know when to start over.

Thanks. I am not really a mechanic though. I picked it up for $50 in April, put on a new carb and drove it away. I dropped money on BBK, exhaust, carb, and plastic pieces that never fit right. It ran over the summer and into the winter up until a cold spell.
I am not skilled enough (yet) to fix it properly and I need to have a way to get around. Perhaps once I get reliable transportation I can start digging way into it and rebuild it completely. New crank and crank bearings etc etc.

I decided to try again until the Bullet is ready. I guess I'll look into the CVT but I found it no longer revs out properly on the stand.. Can the motor be badly f$cked if it starts right up and idles without any odd noises? With 35/95 it bogged like it was too rich and didn't rev out at 33/92 it didn't so much it seemed like it was misfiring almost and when it did rev out it back fired on deceleration. So definitely lean. I've checked again for an air leak and just can't find one unless it is inside the engine. I suck at tuning.
I wonder if it could be something as simple as a spark plug.

Do you have the electric choke hooked up? If it is not connected it could cause your rich condition. Those will only shut off if they have power....

Any chance you have done a compression test? I was thinking about your symptoms and I had a similar issue with my Maddog...I had a burnt valve creating low compression. It would run great on the stand but had no power.

Since my original post a couple things have changed. This happened Friday and I haven't done anything since due to the weather. "I filled it up with gas and charged the battery. It started and was able to rev up on the stand. And it was pulling hard. Yes! I drove it down the street and back and it was running better than ever. I pulled back into the driveway and when I came to a complete stop it died out. No big deal I thought. I went and grabbed some gloves, and the paperwork for the scoot so I could go for a longer ride. When I came back It would no longer start easily or remain running. It would kind of bog and sputter." The next day "I went out to change the oil thinking gas was in it. I didn't smell any and there wasn't any oil underneath the scoot. When I tried to start it, it would just... blub blub blub like it wasn't firing, or turning over. When it did fire it seemed to start for a sec but it would die when I let off the starter. So I left the starter going for a bit as it was turning over and when I let off the starter it died and a puff of white smoke came out the air filter. Does anyone know what that indicates?"

I would still recommend a compression check. The puff of smoke through the air filter would lead me to combustion gasses leaking past the valve.
I found mine by pulling the head and filling with some light oil...mine ran out the exhaust side...I had damage from a spark plug ceramic going through it.
