1) I would check for someone fooling with the wires @ the starter solenoid. (should be an easy look-see..... you are looking for a wire jumper placed between a solenoid stud and a solenoid wire) 2) I had one here, where the tail light pigtail was shoved in 180 degrees out, causing the brake light to light, instead of the running light. (don't ask me, the scooter came from a moron who let his friends fix it, all parties concerned having the mechanical aptitude of a gnat) Ima check that solinoid tomorrow, bike went from one suspect mechanic to another. when i picked it up i told him about the light and he said to leave it that he'll fix it for a small fee. i took off n told him i'll take care of it. bike was out of my hands for 7 months, they could of done anything to tamper w it to make more $$

When these things are left out in the elements water gets places it shouldn't. If, after an extended stay @ a repair place, and left outside, the stop light switches go bad. What this means is: the electric start stops working (because of the safety interlock). To get the electric starter going it is reasonable to believe that the safety feature may be by-passed (low cost patch to get the damn thing out the door).
Probably the place to put blame is the place where the shoddy electrics were born, followed closely by folks who are not taking care (or giving a crap) about the repair job.

Update: installed new LED blinkers up front & they only work with the wires crossed, meaning negative on positive n vice verse. Brake light issue still persist, looked at wiring on starter solinoid & it all appears untouched....
