Look at the old head and the new head together. You may have 2 different valve sizes. It should be fairly obvious if you are looking at both. If one has longer valves you should see the valve stems and springs coming farther out of the head. If your scoot had 69mm valves stock, you will need to get a rocker assembly for 64mm valves to work with the new head with 64mm valves.

i was going to put them on last night when i ran into trouble and couldnt disassemble them. so i just compared them to the originals and they looked to be the same size so i was just going to use those. The screw on the side of them just keeps turning is there a special trick to remove the screw from the rocker arms. i've tried searching for how-to's no luck yet. thanks guys

With regard to your rocker arms, you have to use a puller. see that hole in the end of the rocker shaft? its threaded but most times its a pain to get out. Sometimes you can use a bolt to thread in there and pull it out. I suppose you could take the assembly to ACE hardware and try to match up a bolt to screw in there and maybe you can pull it out but usually it takes a slide hammer puller. If the shaft spins with a screwdriver then this will probably work. If its tight and will not spin with a screwdriver it will take a little slide hammer puller to get it out: If you cannot get it out I have a 64mm rocker assembly I will sell.

About the egr so i dont need a block off plate if theres no hole in the head for it correct? So what do i do with the valve cover with all the egr stuff do i leave it intact or should i remove it as well?

Yes, in this case the 64mm rockers that came with the kit are the larger of the 2 =)

I think i should get a new battery and as well as tuning the carb. Please help.

Kick-back usually means there is a lot of compression. Too much maybe. Sometimes the BBK's have so much that the starter won't turn it over. Stacking two base gaskets on the bottom of the cylinder will decrease the compression a little.
If you tap the rocker assy on a piece of wood the pins will come out.
