If the outlet is in a good spot in the tank it should be able to run with the fuel quite low. Most of the ones that don't have a more upright tank like the retros will have a sorta sloped bottom and the fuel outlet is in the lowest point. On the rare occasions I've ran one dry they don't act like they're starving for fuel long at all before they totally die. I guess if it only happens uphill though the fuel could move away from the outlet if the hill is steep enough.

Fuel filters are designed to flow in one direction (usually have arrows to show the direction of flow) if it is upside down u will get little if any at all fuel to the carb

You might also want to verify the fuel line is on a continual downhill slope from the tank to the carb.
