Probably. Check for spark while it's out. If it's dry put it back in, if it's wet leave it out and crank the engine over a few times and let it sit for a few before the plug goes back in.

Spark plug was wet, pulled it out before supper. Checked spark- good. Left unplugged until after supper and came back and put it back in. Tried again...no start...pulled it back out and it was wet again.

Update: Removed Spark Plug again, let sit for a bit longer, used kick start several times with plug out to help with the flooding??. Put plug back in after a bit and we were able to get it to turn over (rough and involved holding the starter for >5 seconds with no throttle added). The engine was then idling and after about 3-5 minutes it just died again. Went to restart engine and it wouldn't turn over this time. I'm thinking perhaps I need to adjust the idle mixture screw?? I'm just guessing! but it seems like the engine is getting too much fuel? When I took the plug back out again after all of this it was all black with carbon despite being pretty much clean beforehand.

what size jets came with new carb? if they are too big you will flood the engine or it will run extremely rich, scrappy sells a carb that has larger jets for scooters with bore kits, did you grab that one by mistake?

You could have a stuck float. Try tapping on the float bowl with a screw driver or something. Also try adjusting the a/f screw and idle. If that doesn't work you may have to pull it off and open up the float bowl and adjust the float.

I haven't actually opened up the new scooter to look at its jets, haven't touched any of the screws or etc. yet.

I should mention that I am very much appreciate of all of the insight that all of you have shown me thus far. Kudos.
Edit: Current Gameplan...
Spark plug is out again and is sitting out all night? Will put it back in- in the morning. If it doesn't start then I will take it off and check out the jet sizes...play with the a/f screw and and the needle. Quick Question...say the issue is the Jets being too large...Is there ways of changing other things to help with this other than replacing the jets? What about removing the airbox restrictions like Brent did in Project TaoTao? I'm no mechanic...just a newb! Sorry if it is a dumb question.

pre-tuned jetting for the most common settings. pre-tuned jetting may be larger than what you had, it is a good place to start. when i had my taotao the first thing i did was remove the air box restriction. there is no real benefit of leaving it in there. you could try a cone type air filter but if the plug is getting flooded i don't think it will do much good, you are getting way too much fuel.

I agree with Steve. No point in leaving the snorkel in. I'd pull it and tune the carb without it. Pulling it may be enough as most aftermarket carbs are setup to run w/o restrictions. When you have the carb off check the float height. More info on that in the tech section.

Jet Sizes = 82/34. Float Moves well and appears to be parallel when held upside down. Didn't start this morning after letting the plug sit out all night long.

Not sure about stock 4ts but 2ts are around 70-75. I'd try and pull the snorkel.

Make sure the kill switch on the handle bars is not in the kill engine position, had me checking everything till I seen the switch was flipped.

Snorkel is off, we got the bike to start but it is still running really rich. When I open the throttle it starts to flood the engine again. Going to try and make a video. Plug keeps getting really black quick.

I'd say your going to need some smaller jets. You could try screwing the a/f screw all the way in.
