My taotao headlight used to flicker on and off time to time. One point just the high beem would work. Bulb just finly popped and got the new one and doesn't work. I tried to see if it getting power and it not i even check at the connecter and there no power. What could be bad on this thing

did you test for power with the tester set to AC? headlights on scooters run AC current. the contacts sometimes need to be pushed up a little, they bend down and then don't make contact with the bulb.

I tested some of the othere wires and i was getting readings of them. Just not the headlights everything else works. Where do the headlights wires go to in the harness

I am no good on electric stuff. Does your dash lights and gauges work? If so fuse is good. I found most trouble is in the harness where the steering stem turns. I found One wire comes off the solder junction is. Maybe a ground green wire.

Sometimes the other lights will be DC, so they'll run off of the battery, while the lights are AC and have to have power from the stator to run. The stator has charging and lighting outputs, so the lighting side could have quit working while you still get charging output so the battery is charged and all the DC stuff works fine for you. Here's an easy check to make sure both are operational :
If you have power there and nothing is getting to the headlight connector, then see if power makes it to your headlight switch. If you just have hi/lo beam and not on/off, still make sure power gets to it and verify that power makes it through the switch on each wire for hi/lo. You can also check continuity rather than having the scooter running to check out switches if you'd like.

What wires should i check on the headlights switch and thats on the handlebars right. My turn signals work

For the hi/lo you should have 3 wires. 1 supplies the switch with power. The switch will determine which of the 2 other wires have power. Usually it's either light blue and blue or white and blue out of the switch. I forget the color in, and it varies anyway, maybe yellow? At any rate you should fine that either of the wires out of the switch to the lights would have power if the switch is in the right position, or should have continuity with the power supply wire into the switch when in the right position. The hi/lo beam switch should be on the left side control assembly on your bars.
A lot of scoots don't have an on/off switch for the headlights and simply come on whenever there's power (scooter is running). If you do have an on/off switch it should be on the right side controls on the hbars. For that there will be a power in and power out. Sometimes there is a third wire for the tail light or running lights as well or even multiple positions, off, running lights, headlights. In the simple on/off 2-wire you'd look for continuity between the 2 wires with the switch on, none when off. For the three position, 3 wire, you should find that in the headlights on position you have continuity between all wires. In the running lights position you should have continuity between 2. Off, no continuity.

Well know i was checking some of the wires and put it back together and now i have low beems on but no hight beem

At least you know you have power. Should mean there's power to the hi/lo beam switch and the problem is either with it or with the wiring from it to the light or with the bulb itself.
