Scooter will start almost instantly and rev really high. It seems that little or no gas is getting to the carb and the tank vent line is full of gas. I removed the tank vent line from the inlet and the vacuum line to the carb and sucked on the vacuum line and gas flows out the vent inlet. Is this normal?

Sounds like the fuel petcock diaphragm is bad or on its way out. Mine will give the gas smell or taste but thats it no actual fluid.

I removed the petcock and installed a shutoff valve. The vacuum ports on the carb are blocked. When I start it, it runs fine, then revs higher. This would be because gas fills the bowl and it's cut off and no more will go in. It revs higher due to using all the gas in the bowl. Would this be due to the float height? Might have to watch that carb video again lol.

Ok that is weird. Float height is pretty easy turn in at a 45 degree angle with the open end up on the float and get it to just rest ontop of the needle to shut fuel commin in off. Then bend the tab up or down to get the float to be about level with the carb or facing up just a hair. If its lower it will dump gas out at idle or when its not running. One time I seen gas spraying out of the spare air holes on the carb due to it being way too high and letting a ton of fuel in.

I guess I'll have to get a petcock. With a shut off valve it always overflows out the carb. I broke one of the metal tabs and can't set the float level. I put the old carb back on. I never changed the float hight but it still overflows. Maybe it's supposed to. It either gets so much gas it won't start or runs WAY too lean and revs high.

Maybe that needle that stops the gas flow isn't in good condition it has a little plastic ish tip that wears out after a while or can get chipped and not stop the fuel flow. If I fill my gas tank all the way up no matter what it always spits some fuel out over its and drives me insane. I bet one of those fancy clear float bowls would make things a million times easier.
