Check\clean the carb, drain the fuel and replace all of the fuel lines. see what that does for performance.
Personally I don't know anything about these scooters from a parts perspective.

I second the clean fuel system, if it ran fine before it was left out chances are that it'll be real close to the same after it's cleaned.
As far as parts you should be able to use vitality parts. I almost always see the cross listed when I get parts for my vitality at least 2t engine wise. What engine you got in the cross? I got a sf10k in my 05 vitality. Can't help on the cross vs standard cobra part fitment though.

As I've sourced the ones I need on ebay any help extremely appreciated thanks in advance jack The problem you have is a bad/corroded or missing ground wire. Only runs and revs when the rear brake lever is the give away for this one. It's like this...the back brake is cable operated so in the absence of proper ground wires...pulling the rear brake lever back closes the brake switch contacts and creates a ground that then travels through the brake lever...down the brake cable to the rear brake drum. The brake drum is part of the frame..so now you have created your missing or corroded ground. You should have 2 ground wires. One is a frame ground and one is an engine ground. Both must be intact. So verify that you have a good and present frame ground as well as a good and present engine ground wire. Sounds way out there and crazy huh? Trust me on this one and check for both a frame and engine ground wire...also make sure they have good contact and are not corroded. Check both ends of both ground wires for corrosion. As always..my disclaimer--> I am a retired military Combat Medic..a Paramedic...Cardiac Tech and Nurse. I no longer do any of that cause I got burned out in the medical field. So now I live off of my military retirement pension and have a small Scooter parts/repair business. I am not an ASE certified mechanic...but I do work on customers Scoots a bunch. Check all the above ground issues out and if I am wrong...rub it in my face and I will buy ya lunch. But I sure hope yer not hungry..cause this is gonna fix your problem..and so yer gonna go hungry. But hey..at least yer Scoot is gonna run for ya.. Please don't take me as a smart @ss or cocky..folks here know me well and know I have an odd sense of humor. Let us know what ya find..but that outta get ya up n running.. Glenn

My 05 vitality doesn't have a ground strap to the frame or harness. Its never given me any funky issues like he's experiencing. Now you got me wondering where my motors getting it's ground from. Guess I'll add one when I re-install my motor for piece of mind.

umc is right. My uncle did some work to him Cobra. Removed the starter components.. Well, with that was the main ground for the engine. When he started it it was missing and studering but when he hit the rear brake it shocked him and off he went lol. It was classic! A great laugh we got that day!
Thats a great scooter! It has the SF10 style engine as themaj mentioned. Same as the Cobra Racer. The only real diffs are wheels and some other smalls. Handgaurds, hocky mask headlight.. The Cross is a more of "Enduro" style scoot. They are very reliable and will run 45-50MPH in stock trim and get 60-80MPG. With slight mods and taller gears they will pull 55-60MPH or more no problem.
Ive got some parts around if you need anything.

Yes mate haha it was the starter motor ground that was causing the problem I've just left it ticking over for about 30 mins and it never spluttered or cut out once I even disconnected the rear brake and it still ran perfect thanks :-)
