Not only will the People have better performance over the Honda, with its 16" wheels, it will ride better than the 10" wheeled Honda also

This is the Honda. it was a really smooth ride and i got it up to 40mph!! It would only start if i kick started it, the electric start didn't work. he said it's because the battery needs to be charged.. also he showed me the title and his name was not on the title.. nor were there any plates on the scooter. he said he never got it registered.. The scooter was great but the situation seemed a little bit sketchy so i told him i'd research the VIN and get back to him. I couldn't find anything on the VIN.. Sound too sketchy??

That is basically what is called an open title. You would have to make sure that the person listed on the title signed it and then you would have to make sure your DMV in your state does not require them to be present at the transfer. If there is no signature from the title holder, then it is a worthless piece of paper and the scooter more than likely would not be able to be registered or tagged. I am not sure what state you are in, if you had flip flops on, it might be Florida, Crocks, not sure. In Florida, the title holder does not have to be present nor do they have to sign the title in front of a Notary. They just need to sign the title in the correct location and print their name. You should fill out the purchase price, and date purchased and sign the title IN THE SAME COLOR INK before going to the tag office. The reason people have open titles is if they are reselling the bike, they won't have to pay the $80 transfer fee. Note! if the seller put a date of sale on the title and that day is over 30 days ago, you can transfer the title, it will cost an extra $20 in Florida. IF ANYTHING IS IN THE WRONG PLACE OR SIGNED INCORRECTLY OR SCRATCHED OUT OR MARKED THROUGH the title is VOID and you would have to find the title holder and they will have to go to the DMV and pay $80 for a replacement title. In Florida there is no ifs, ands, or buts about that last statement. You (or the guy your are buying it from) can explain all they want and the person at the window will just say "Next".

The Kymco should go about 40 also, it will just get there faster and since the speedo is in kilometers instead of MPH, it will make you think like you are going fast. 60KMH = 37.2MPH. By the same token, it probably has a lot less miles than you think, it probably has 6400 Kms on it which is actually right at 4000 miles. You are correct in saying that the Honda is smooth and it will go 40 mph. That's all it will ever do. The Kymco on the other hand will do that as well but if you decided that was not fast enough, it is fairly simple and inexpensive to make the Kymco go 5 to 10 miles faster. Honda engineers have worked long and hard to make sure that you will not be able to do that on the Met. but by the same token, if 40 is fine, the Met could probably go 30,000 miles with just oil and belt changes. Initial acceleration issues aside, though the Met is dead reliable, your leg-length might be an issue in longer than to-the-corner-store-and-back trips. I once experimented, and wrote about it elsewhere...
Proof of Concept.
We used to do those in my working life, and I did one today. I didn't set out to do it; I set out to go to the corner sto', and then the rare unhumid bluebirdiness of the weather in the mid-Atlantic just sort of drew me into it.
The concept to be proven was that 'a six-foot idiot can do touring-length days on a Honda Met.'
The data collected said that, yes, he can, but his ass cannot. It cannot because the seat is too small, because five and one-half hours for 137-point-eight miles - half in suburbo-strip-mall-redlight-traffic-Hell, and half on posted 55 mph rural state highways where semis blow-by like asteroids - has a body a-wigglin' and a-squirmin' and adjustin' like Hindu temple carvings, seeking a posture that can be kept longer than five minutes before rigor begins to set up in the buttocks. I ended up removing my Olympia jacket and wadding it into a pallet, a supplemental seat pad on top of the rear edge which was otherwise like riding crossways on a two-by-four, and I bear the knife-edge horizontal welting bruise to prove it.
The computed average speed will show that I must've stopped. A lot. And so it was, to walk around a little and keep the blood from pooling and jelling in the haunches, and to see that it remained liquid and available for circulation to the brain. What brain? The one that was still able to think, halfway through, seventy-something miles from home, "Well. Now ya gotta ride back."
And the traditionalist's Audrey Hepburn straight-backed flat-footed upright position? No good, no good at all for distance. What looks proper on a classroom chair feels like an outlawed Guantanamo Stress Posture after 20 miles on a Met, and one begins to sort of lie down backwards, arms out full length as guy wires, supporting a full-on Dennis Hopper slouch. I saw old tractors left out in fields, thinking how good it would be to steal a wide anatomic and vented 1948 Allis Chalmers tractor seat, and would have, but had only a sparkplug wrench and a screwdriver with me.
The scoot is fine, the scoot is aces, the scoot took large bites and asked for more. The Met is willing, but the flesh is weak.

Well.... Of course the Honda is going to be a spectacular product BUT, its gonna be slow as a crippled snail and like others said if you wanna make a 4 stroke 49cc fast its gonna take more dough than its worth. BUT (again) you could get the metro and do a swap to a gy6 150cc and stretch it out then hop it up and it would be a sweet one of a kind beast. (ahhh sweet idea! put a 2 stroke swap on the metro and put a BBK!!! a mini ripper!)
The kymco is a good brand and 2 strokes are SWEET BUT, those huge wheels look dumb (IMO) no offense. and even with alot of mods that kymco looks goofy to me.
When it comes down to it though, Its all about how your going to use it.
The Honda would make a sweet lil project, But the Kymco is probably more practical for real world usage... (commuting, work, errands, ect)

not saying I know any thing but the Honda would be a great get around bike not much needs to be done but to ride the kemco would be just a toy to play with and spend money on the decision is yours to make the way I see them is the Honda is like a road bike and the kemco is like a dirt bike each has good points and bad

(ahhh sweet idea! put a 2 stroke swap on the metro and put a BBK!!! a mini ripper If thats the case he should be buying an '04 Yamaha Vino which is already a 2 stroke. Its slightly larger (2-3inches), better styled, better built and will do 42 mph on level ground stock and over 45 with carbon reeds and kevlar belt. Still using the stock pipe and cvt components. I put a little over 10,000 miles (not Kms) on my Vino in the first year. Bought new in '04. All banter aside, buy the one you like most. Scooting is so much fun and either will provide you miles of happiness.
