I have a chinese scooter I bought it new.
the spark plug is good and gets a nice spark, there is fuel in the scooter, and the battery is fully charged.
at the 3rd week it started stalling when it idled so I had to give it a little throttle to keep it started. by the 5th week I had electrical issues that made it not start at all with the headlight and running lights not working. by the 7th week I had a mechanic look at it and he said it was a loose wire (it stalled out pulling out of his garage and didn't work anymore) I wasn't going to leave it with that crook he would have nickel and dime me to death. I had a neighbor mechanic look at it. I was able to start it 3 days ago and drive it around no problem. 1 day later it wouldn't start and the headlight and running lights don't work again. started it this morning and ran it shutting it off and starting it no problem. waited for 40 minutes later and tried to start it again now it won't start anymore.
I charged the battery to full several times and tested the grounding, the carb, the starter, the CDI, and the alternator... all work fine. checked the air filter and the fuel pump... both are clean and working.
the kickstart doesn't even turn it over... any ideas?

hard starts and stalling on a new chinese scooter after a little break in time need Valve adjustment. it happens to all new 139qmb chinese made scooters after a little run-in time, and sellers never tell this.
However, you say 'the kickstart doesn't even turn it over...'
turning over means rotating, not firing up and running, you are saying this engine is LOCKED and will not rotate?
take the spark plug out and try to rotate the engine with the kick starter, with your hand, does the engine rotate?

its not frozen I just mean it doesn't try to start. its not locked up or anything it just doesn't make that engine noise like trying to pull start a motor.
also if its my valves that are the problem why doesn't my headlight and front running lights come on until the scooter is started? they are suppose to come on when I turn on the key... they always have until recently. I checked all the wiring everything is connected securely and the lights do come on when its running. is there a reason why they stopped working on the key turn?

Let take care of the mechanical issue first by adjusting the valves to make it run then work on the electrical after its running.

wasn't the valves... adjusted them. I have a friend that's a mechanic he looked at it and even he is stumped. he thinks somehow too much gas is getting into it... we give it full throttle to start it an it will start then die out as we hold the throttle. he played with the screws to adjust it but it wouldn't stay started. we tried it with starter fluid in the intake and it still wouldn't start. he mentioned the fuel regulator because he thought too much gas was pouring into the carb and he tried to suck on the other hose from it and it wouldn't give any gas.
so any opinions?

I'm ready to give up... not even full blown mechanics know what is wrong with it... scooters are just junk, completely unreliable you have to rebuild them every few months and it cost more to own one than buying a whole fleet of cars. No one here in the entire state of Ohio even knows how to work on one and it shows. I've replaced 4 major components and still have the same issue as I have had since it started to mess up 3 weeks after I bought it NEW. Nothing can fix this scooter without replacing every single part constantly and paying someone a fortune to do it. A waste of time and money.

First, your headlights and running lights not working on a scooter that doesn't start is most likely not a problem at all. The majority of these small scoots use AC current from the stator to power the headlight and running lights. If the engine is not running, there is no power for them. Things like the horn, blinkers, brake light, and starter are powered by DC from the battery and should work with the key on if the battery is good. The most you usually get from headlights that are AC powered while cranking the engine over is flickering or surging light.
If you can't get fuel from the petcock then you may have a bad petcock, a cracked or unhooked vacuum hose, or perhaps a venting issue. You can try removing the gas cap and seeing if you can get fuel flowing with it off to check for a venting problem. Any "full blown" mechanic that pulls the spark plug out to check for spark should also be noting whether it is wet or not. If you've been trying to start the engine and the plug is dry you have no fuel or hardly any fuel getting to the cylinder. If it's soaking wet it could be flooding, but at least you know you do have fuel.

I've tried so many peoples trouble shooting tips and over 20 videos on youtube trying to find the issue... took it too a motorcycle shop and every single thing I do shows me nothing... no one knows why its not starting, it has a good spark, it has a good air flow, and it has fuel which is getting into the engine... its none of these issues. Unless its just a ghost or curse stopping it from running since every motor vehicle I've had in the last 20 years does this... I just don't know anymore and I'm sick of it, I've been forced to walk 10 miles to work every day for 2 months now cause of this shit and its old and I'm sick of putting money and all my free time into this piece of shit scooter. I make Minimum wage and I've almost put as much money into this scooter as it took to buy it new, its not worth the time or money anymore cause nothing is wrong with it, it just refuses to work.

You might want to check that. yes it has one and it was on the carb... the one I replaced with a new one... new carb, new choke... same problem. been through this song and dance before... what's the odds of getting 2 bad carbs? the new one isn't a stock carb its a 20mm that cost me 50 bucks from a parts store not a cheap chinese stock part.

Damn I am having exactly exactly the same problems with mine. My dad has rode for 35 years and taught motorcycle safety he is stumped. My friend who owns 6 motorcycles/dirt bikes was stumped. I have replaced many many parts, spent many hours and back and forth the store spending money on this pile of crap. I've given up too. 5 months I'm into this now

This is why I say if you don't enjoy or aren't proficient at repair work or your main desire is reliable transportation, it may be worth finding a scoot from a big name dealer like Yamaha or Honda. For one they're better made and have better quality control. They have a warranty that actually matters because they have dealerships with trained mechanics. Good Chinese scooter mechanics are hard to find in many areas. Big bike shops or name brand scoot shops tend to shy away from them for many reasons. Some of the folks that will work on them don't seem to be that qualified judging by stories I've heard here on the forum. For those reasons if you end up with one that is a lot of trouble, or even a little, and can't do the work yourself it can make the scoot a nightmare and the extra cost of a Yamaha/Honda/etc... seem more fair when you're walking with a scoot parked at home.
I paid $675 for my TaoTao new. Put over $100 into it during a PDI. I've still had oil seals and a couple of variators fail as well as a clutch. I recently had my first break down 2 years and almost 4,000 miles in and it was a $10 part. The plastics crack and oil seals leak and I've replaced the front wheel bearings already. I work on mine a lot and monitor it's performance, but they can get you around if you know what you're doing. Even for someone experienced with them, they aren't likely to be the least frustrating vehicle you'll ever own though.

I put over 200 bucks into my TaoTao... but with the 700 bucks I initial spent its still not even half the amount one of those Yamaha or Honda scooters which cost 5k to 9k new.... yeah I could get a used car for that... why would I pay for 2 wheels at all when I can get 4 and a roof?
scooters are just not an option, they are either too expensive or they are crap. they are not transportation... even a bicycle is more reliable than a scooter.

I buy and flip scooters all the time from folks just like you! I have flipped over 25 scooters in the last 8 months or so. Most of them were bought in non-running condition just like yours. I have gotten every single one of them to run perfectly and start instantly. Not one of them has stumped me. I'm not trying to stir the pot or anything- I'm just sayin- you're talking to the wrong "Full blown mechanics" Good luck brother! Keep your chin up! Maybe you'll get a better one in the future and have a better experience??
