That was kind of the point of my Post Brent. That it would be pointless. Even if you could do all that you would not gain much and in the end it would make the thing slower. Heck if it didn't have enough power it might be slower and STILL not go faster on the top end. Then you just pissed away a bunch of time and money.
I say go with a pulse jet, if you do it right you might be able to 100mph out of it. As long as you don't want to turn and you don't mind riding back home on the regular engine that does 30 mile an hour.
I know this isn't what you wanted to hear, but it sort of like saying "Hey I bought a 91 geo metro, how can make it faster?". And the answer is " Shove it off a tall cliff"
That scooter kind of looks like a moped they forgot to put the pedals on.

Til now I have avoided the use of the "S" and "C" words but in all honesty, those engines truly SUCK! The oil injector pump is driven by the transmission gear so the oil is not pumped at idle. No low-end torque, top speed 30 downhill and the scooters they are connected to usually always have a drum brake in the front so they don't stop well either. They are just CRAP in my opinion.
The last one I worked I got in trade for cleaning a carb and buying a battery for another scooter so I got it for about $30. It had a blown head gasket, a bad piston, dead battery and was missing the snorkel tube that goes between the air filter and the carb. It only had a 100 miles on the engine. When I pulled the head off the gasket looked and felt like it was stamped out of cheap aluminum the same thickness and quality as a disposable pie pan. I ordered parts from scooterpartscatalog and got it up and running for another $100 including the battery which I got locally. The replacement gasket I ordered was exactly the same cheap-o material. I used copper spray on it, torqued it real good and it ran. I sold it to some girl for $300 so I mad about $170 on it. My ad said as-is, No warranty. She called me a few weeks later and said it had broken down and could I come fix it and I said no.

Well how bad the plastics are and the wiring I have my hands full. May just make it a project and keep it till someone offers me more then what I paid. We'll see. Thanks everyone. I'll post some pics.

Well looks like you can't trust anyone. I tried getting it to start on starting fluid and nothing. Not even a sputter. Go figure. Guess that's what I get. No I really have my hands full.

Fox just mentioned the crappy head gaskets. If the gasket is blown,it will not start due to lack of compression.

On the up side this is a great opportunity to learn something about small engines. There is really nothing to these things. You could probably get a book from the library that would tell you how to go through the whole engine and transmission if you wanted. One option would be to just rip it apart and rebuild it.
You said it doesn't start though, so I guess its time for you to start trouble shooting.
1) does it get spark. Pull the plug, ground it to something metal and crank it over, see if it sparks.
2) does it get gas. If its not starting and its cranking over and getting gas chances are the plug or cylinder will be wet.
3) if it gets gas and spark now would be a good time to check the compression. However even with low compression I would think it would "try" to start. But if you check it and its really low I guess you know your taking it apart.
4) if it gets gas, spark and compression check the timing. I am not totally sure how to do it on a 2 stroke.
To be honest in my 48 years I have never owned or worked on a 2 stroke. Oh I take that back, we had two wave runners at one point but we never messed with them. We stored them at a local marina and part of the storage fee was a year tune up every season. My brother was big into snowmobiles but I never worked on one. I just crashed them into stuff for him lol. 16 year old + eltigra 5000 + 80mph - brakes = CRASH. Went across a frozen pond full speed and hit one of the poles from the doc lol.
Check those 4 things and if any of them are problems come back and ask someone. I "think" there are trouble shooting guides on this forum too.

If it has gas in the carb and spark then it's most likely compression. Remove the fan cover on the right side of the engine, grab the fan with your hand and spin it slowly feeling for compression. It should fight you and release and then fight you and release as you turn it. If the fight feels weak or non existent then that points to a compression (mechanical) issue. Blown head gasket or bad piston rings etc... They make a cheap compression tester that screws into the spark plug hole that has a gauge on it to eliminate guessing. Yea spark was the first thing I checked. Filled it with gas. Was suspecting the carb was shot or plugged. Tried lighting it off on starting fluid and I put my finger over the muffler and barley a puff coming out. Pollyanna the head gasket. I'm a diesel mechanic by trade so I had to take a crash course in 2 strokes. I thought of retro fitting a gy6 to it.... shouldn't be too hard.

Oh if your a diesel mechanic this thing should be a breeze. Hardest part for you will be finding tools small enough haha.

I'd hate to see anyone replace a 2 stroke with a 4 poke! But in this case where's there's no CVT- just one speed- a 139qmb 4poke would be a step up. With that being said, a nice cheap 1e40qmb 2 stroke Minarelli from Craigslist is what I'd be putting into it! Why mess with all the performance parts on a 4 poke and still end up with a turd when you could start with a 2t Minarelli and actually have a decent base to build from!

I like how the ad says something like...this is not the motor for sale BUT yours can look like this one.
If I were thinking of buying it...I would at least like to see ONE photo of the actual motor for sale. More photos would be even better...but...is one asking too much?

The real engine for sale is in page 2. That's dissapointing it's not a 2 stroke...the carb is missing too from what the owner states...Idk what to do at this point.
