A friend of mine let his razz50 set for years. I drained the gas and put in fresh. It started right up,but gas is pouring out the bottom of the carb and out a vent line on the side. Is this caused by a stuck needle ? What else could it be?

It's the float. You can try tapping on the bowl with the handle of a screwdriver or something. It might stop that way. The carburetor really should be thoroughly cleaned and the fuel filter and probably fuel lines replaced.

Make sure the float pin moves freely when you move the float up and down. If not then it's probably got some rust buildup on the sides. Sand it off or scrape it off with a utility blade and make sure the rubber tip is in good condition. Your carb is probably different but the float valve works the same way as this one:

I got the gas to stop running out the carb. I cleaned it all up and got rid of the old gas. The scooter idles nice and if you only run at half throtle you can get it to 20 - 25. If you go full throtle it takes off and then looses power and stalls. Any ideas?

Have a look at the plug to see if it looks rich or lean. May need a larger main jet or the main jet could be partially clogged if you didn't check it when you cleaned the carb.
