The clutch has pins in it that wear out and get real grabby too.
When they get worn and move around too much it can prevent the clutch from opening.
If you have no top end check that too.

I've got a spare belt so I'll use that. I suppose it's the result of the high pitched "whirrr" I heard. Thanks for the tips folks. Next question. My clutch is hard to manipulate when trying to loosen the belt. I can't squeeze it at all. I'm likely going to swap it out with the one off the broken engine but what would make it so stiff, could it rust? Besides using my impact wrench is there another way to remove the nut on the clutch bell? I didn't have much top end so that could be one of my problems. I could complain that I spend more time working on it than riding it but I really do enjoy working on it. I work every weekend, I don't play golf, I don't hunt (I fish maybe once a year with my kids or the scout troop) I don't play or even particularly care about sports. I'm not religious and refuse to talk politics, so scooters are my therapy. After working 40 hours in a business that will drain you its nice to turn a wrench. Either something works or it doesnt. Everything has to work together in order to run properly. Life should work that way. Sorry if I just got a little too deep for a stuck drive boss

i got the clutch issue resolved with a swap out from the clutch from the broken engine. This morning my harbor freight impact wrench was working like a charm, as it always had. This afternoon - bubkis! it has power to it but when I pull the trigger, nothing!. That's what I get for going cheap I guess
