These front forks are weird. The tree and outer housing are all one piece then the lower tubes slide in and hook to the wheel. Upside down style but makes changing legs tricky

Yep, weird indeed. Those outer legs are welded to the triple tree. You probably have to swap the whole thing, from stem to legs.
