So fixed the starting issue with my SSR now I have a headlight problem.
Problem : Low beam headlights do not work, high beam headlight only works when manually toggled on switch. Checked the wiring on the light bulb itself seems fine, its a single bulb set up. I checked the wires from the grip down the neck and into the socket, I do not believe it is wiring or a bad bulb.

Have you tried a new bulb to be sure it's not that, or at least checked for power at the low beam terminal?
You say the high beam only works when manually toggled. Some scooters have just a plain hi/lo switch. Others have a hi/lo switch that will also let you press for a passing beam which may illuminate more than one filament. If you have the passing beam style and that's the only way they come on, maybe there's something wrong with the switch.

I have a 150cc gy6 scooter. I have no headlights or horn & the battery wont charge back up. But the turn signals work though. I replaced the stator, put in a new voltage regulator, new cdi box, new head, new cylinder, new piston & new carburetor. Headlights went from working fine on high and low to flickering. So I bought new super bright led bulbs to put in it thinking it was the bulb but it wasnt. Its still flickering. What do I do? Its a 2 bulb scoot & both flicker at the same time. Plus the snail horn I bought sounds like it wants to work because I can barely hear it when I hit the button. Ive looked at all of the wiring on the front and found nothing???

Hi, I'm new to the forum. I just upgraded my tao tao atm 50 to 100cc. Now my headlight keeps blowing. I tested voltage at the regulator, and the a.c. voltage coming from the stator through the regulator I believe is not being regulated, I'm getting up to 30+ volts to my headlight. I have correct volts going to battery no more than 14.5 v. So my question is, is it the regulator or the stator?

The regulator seems to be bad.
