Being that your ignition/electrical system is 12v you could most likely use a car horn if you can find a place to mount it.

with the zuma take the screws out of your battery/sprak plug hatch and you can wrap your chain around the frame by going thru there
you have a center stand and when they take it off the center stand the level will change on the tilt sensor

While I have most of the circuit designed on paper and it will work the only down side to it is that I dont have a way of doing a remote to it. This would mean that you would have to hide a switch somewhere. It will work off of motion, I dont know how sensitive it will be until I actually start putting the parts together.

I looked up all the parts to build the alarm and it will be about $15.00 in parts not too bad. You will have to turn the alarm on by a hidden switch. Once it is on it will sound a horn which will not go off until you turn it off. I was looking up voice modules and was thinking of using one to have the voice say very loud "I AM STOLEN" or something along that, the problem there is that the voice chips are expensive and I would need to design a circuit to allow of the recording of the audio into the chip. I dont know enough to be designing that. There are some very cool things that can be done, you can also hook it to your lights so they flash on and off while the siren sounds.

The voice stuff does work better. I used to have a cheap Bulldog alarm from Wal-Mart that went off in a woman's voice screaming "Please, help me!". Everyone looked when it went off.

That is a cool idea. Having no license plate wouldn't work for a lot of us since we have none to start with. I'm not sure about something saying the scooter is stolen. They might think it's a joke or might not?
