Also observe the operation of the float and needle to make sure nothing can hang, etc.

Put a brand new carb on this thing.still does the same thing.I did notice it sprays quite a bit of fuel from the filter side of the carb while it is running.is it to much fuel or air leak?.100 psi compression.new carb, reed were clean and seated fine,I checked to see if the exhaust had restrictions,it was fine.for no more parts that is has to make it run you would think it would be simple.I'm pulling my hair out.

It shouldn't be loading up with fuel if it were an air leak. The only air leak I've seen on one of these that makes them run rich is if the reeds leak, and you've already checked that.
Has this thing ever ran right for you or is this scoot new to you and you're just now trying to get it going?

I've been puzzling over this thread for days now and I simply cannot figure out why this scoot isn't running. I re-read the posts and I have a few questions for the OP.
90GTVert said that the engine will run rich if the reeds are leaking. Earlier you said that you checked them and they looked fine. What inspection did you use to determine that they looked fine? Have you tried replacing them, by any chance?
A 2T is way too simple to have us all guessing and spelling like this. Sometimes just going back over a few things with an open mind can find the problem.

All you really need to do to check the reeds for sealing is hold the reed block up to sunlight and see if you can see light coming through around the edges.

That is how I checked them(in the sunlight) couldnt see any light coming through the edges.they seem to open fine and seal..put alittle rtv sealant on the manifold to make sure it was sealed.and made sure not to get any(rtv sealant) near the reeds as well.someone sugested bypass the oil pump and premix the gas.could to much oil make it run this poorly?.by the the way I really appreciate all the suggestions.please keep them coming.

Glad you finally got it running. But I must admit, that I wasn't the one who mentioned a fuel pump. In fact, I thought your scoot was gravity fed (like mine).

let me ask is this a common problem(fuel pump still pumping fuel but pumping fuel into the vacume hose ?)I just stumbled onto something on the net.
