I am going to be (most likely) moving to VA next month and am wanting to just triple check the laws there (DMV, and one person so far...)
For a 50cc scoot, all that is needed is a helmet and photo id, no registration, inspection, or license... correct?

that would be correct. I'm starting to hear rumors that riding 2up is a no no now too. what part of VA?
