The fact that it starts and runs until you give it power just makes me doubt that it's the fuel level in the carb. It should run like crap or not run and want to flood trying to start or idle I'd think. A float problem should be present for 0-100% throttle and this issue doesn't seem to be present at idle.
I agree with Fox's idea and I think I'd try leaning out the needle position and perhaps check the main jet size and try a smaller one. I have my doubts that it'll do anything for you, but it's easy enough to do.
You've prob checked this already, but will it still happen without the airbox installed? If not, check out your air filter.
Another shot in the dark just for the sake of ideas, maybe a clog in the exhaust. Again, I think that's a long shot, but you could test that one fairly easy too.
Could check the air gap at the reluctor. Maybe it can work enough to trigger at low revs but struggles at high revs? I know you say it's fuel, but any time the ignition isn't working properly fuel is going to build up because it's not being burnt as it should.

I want to thank everyone for their input. I think with all of it together it helped. I finally got fedup and figured out that it ran when it was new. Having a good supply of parts I just changed it all to new. New air filter, carb with an 85 main jet,coil and CDI. Did I miss anything. Oh and I had already reset the valves to 2 and 4.
It started and runs like kick ass good. So, it helps to have a good supply of on hand parts when you work on Chinese scooters.. LOL thanks once agaiin to all the wonderful folks on 49ccscoot
