How many miles on that belt ? To get it all the way out you will need a wider (new) belt or a shorter variator drive boss. 1mm shorter boss will lift/push your belt approximately 2.5mm further out. It's quite normal though that the belt doesn't travel all the way out.

Shortened my secondary sliding sheave by 1mm as per "cvt tuning guide" post.
