So i recently got a 2016 vip boom scooter for a $100 , the guy said that it ran perfectly fine untill the belt broke and it has been sitting since then , the scooter is all dirty and the plastics are faded and the controls are jammed and the headlights and taillight doesn’t work , i just wanted to know how to fix all that and how to clean it up nice , is it ok to clean the controls and engine bay with water?

Welcome to the forum. You might be better posting your problems in the relevant help section. It would be much easier for you to get a straight answer about each problem. You could start with a full inspection of the CVT

Clean the entire CVT after a belt breaking and use a quality belt (like Bando or Gates). NO CHEAP BELTS. They can be truly awful. Considering the status of the scoot, before you put in much money I would try to check over some basics like : Does the engine rotate? Does it have spark? What is the compression? Asses other flaws. This is coming from a person that was given a free scooter and ended up with hundreds into it, eventually just wishing I bought a brand new scooter. Plan on things like draining the fuel and cleaning the carburetor thoroughly. 49ccscoot.proboards.com/thread/363/carburetor-cleaningYou can wash it with soap and water, but cover any sort of entry to the engine like the airbox and don't spray water into the exhaust. Run water gently over any area where there's a risk of water getting into an electrical connection instead of using any sort of pressurized spray or cover those areas and clean with rags and a general purpose cleaner.

The battery is probably also dead. You will need to connect your scoot to a good battery (a car battery will do).
Generic type 409 cleaner will do a good job on oily dirt and crud.
Scoot control switches oxidize with non-use. Working them several times will sometimes help wipe clean the contacts.
Scoot wire connectors also oxidize. Sometimes unplugging and re plugging in will help but sometimes the wire crimps themselves go bad. A meter or test light will sometimes help trace wiring faults. Test lights are cheap and simple to use. Meters sometimes give questionable results for novice users.
To test compression follow the instructions in a service manual. If you don't have an appropriate compression tester take your spark plug to an auto parts store and borrow one. A deposit is usually required.
