My 2T scooter won't cold start unless I physically choke it off by sticking my finger in the air inlet on the air filter box. Then it fires right up but I have to hold my finger there for 10-15 seconds and then I have to cover the hole half way for a bit longer and once the engine gets a little heat inside it'll idle on it's own and start up every time afterward.
Try it! It works for me. I have electric start. It would be very difficult to kick it and cover the hole at the same time.

This is going to sound dumb (because it is), but the throttle slide HAS to be closed for the idle/choke circuit to work. If, because there is no slack in the throttle cable, or the idle speed screw (the slide stop screw) is set too high, the air flow through your carb won't pick up the idle/choke fuel.

Remove and inspect. They're under the intake manifold so you take that off and then you can get to them. They should be seated against the reed block. You will need new gaskets and/or a sealant when you reinstall everything. Don't some reed cages have a rubber o-ring style gasket on them that is for the most part reusable? Or is there a different gasket on cage where it meets the block? I may be thinking of the gasket on the intake pipe assembly....

The 4Ts use o-rings on the intake. The minarelli intakes have kind of an o-ring looking bit on them, but you still need gaskets. Some aftermarket cages have a rubbery coating so you can get away without gaskets.

As I said before the scooter would run after I got it started, the problem was getting it started. Well, I started it and ran it about 10 miles and after that it will start every time I try. Could the crank seals have been leaking and lubing them by running it sealed them back up? If not then why all of a sudden will it start like it should?

I dont think your crank seals would leak then seal... Did you ever try to richen the idle/air mixture screw? For example, if i went out right now and turned my idle/air screw out say a full turn from were it is now(spot on) my scooter would be a PITA to start cold. Even with the choke working right there would be too much air in the mix making it very tough to start. After its warm its more tolerant and starts easier.
Ever run a compression test? A friend of mine has a worn piston and rings. His scooter runs ok but is very hard to start when cold sometimes from lack of compression.
