On Wednesday i'll be collecting my brand spanking new scoot, it's a 69 reg Sym Mask 50 4 stroke. Talking to the dealer about de-restricting it he reckons that 4 strokes are a PITA to do, is there any truth in this as i'd like to just lightly tweak it to achieve a bit more than the boggo 30 mph. If tuning is possible easily what are the key areas to look at?

Click on "HOME" , then go to 49cc performance.

4 stroke, so 139QMB engine style?
-Some have a restricted variator, being a screwed-in plate on the back of the variator limiting it's travel; or a longer drive boss or a washer on the drive boss. Check for those, if the washer is there simply remove it. You can also get an aftermarket variator with longer roller ramps - giving you more "gear range" and a smoother throttle response.
-CDI restrictions may be there, but merely to protect the engine in an over-rev situation - so unless you are screaming at 10k rpms consistently (I wouldn't) then don't worry about any CDI restrictions.
That scooter in a healthy running condition should give you 35-40mph top speed.

Can anyone please post up a diagram of the location of the CDI unit? I want to fit a de-restricted version, also is there anything that i should be aware of before i attempt this?

Again a de-restriced CDI only means it has no rev-limiter. SOME do have an advanced curve, which makes the starting hard because the electric starter doesn't spin the engine fast enough to utilize that advance timing. Get it started and you MIGHT feel a gain in takeoff. My suppliers are claiming that model is a 2 stroke, which would use this Naraku CDI. If you upload a picture of your CDI so I can verify the plug style, I should be able to source a CDI for you.
