Help with rolling cones

Ok I got this cone calculator. It shows the radius for the top and bottom of the cone. Now I don't know how to use that dimension? Put a compass to that dimension and do it that way? Or ?? I'm confused by it. And everyone else I ask says different than the next. Can someone please tell me and dumb it down as much as possible for me! Thanks!
