they are both technically jets. lol the small one is your main jet. that's what everyone tells you to replace when up jetting. the longer one is your needle jet. usually you need advanced tuning skills to know which way to go, bigger or smaller, when changing this one. hope that makes sense

Uhm sorrta . They were screwed in together on the carb. How can both work if they are connected to each other ?

This is a different brand. I went through the manual of the tunning , this is not my problem .I see the 11 is needle jet and 36 main jet . At the moment I am trying to figure out those two pieces that were screwed together in my picture, which is which , is it both the needle jet and the main jet ?

Just worry about the smaller thing (main jet) pictured in your post for now. The main jet, needle clip settings or different needles and idle mixture adjustment and pilot jet are the things to focus on first. Those will give you enough headaches for now and are often able to get you where you want to be or close enough. If you have been through the more standard tuning and still have specific symptoms to lead you to the atomizer/needle jet or throttle valve or any other bits you can find to play with, then maybe worry about that stuff.
It's not that there's no purpose to working with it, it's just that starting out by swapping around needle jets and throttle valves instead of main jets/needle/mixture settings is going to make the process more complicated and confusing than it's likely to need to be, especially for anyone that doesn't spend a lot of time with carbs. That's my take on it at least. You'll find that everyone doesn't use the same tuning processes though.
More back to the original question, most of the time when someone says you need a larger jet when dealing with scoots, they're talking about the main jet.

To further what Brent was saying...can you describe, what your throttle and engine response is in say...idle to 30%? There to 70%? 70 to wide open? Or 25/50/75/100?
The carbs systems overlap to varying degrees. Often makes diagnosis a bit easier.
